In Kyrgyzstan, the textile and clothing industry still plays a key role in the economy.

A high-tech training centre for the textile and clothing industry, to be named after I. Razzakov, will open at the Kyrgyz State Technical University (KSTU). Core objectives of the centre include increasing the competitive level of industry professional, introducing innovations, and conducting research. The training centre will be the first centre in the country for training specialists and young professional in the organization of a production line.

In July 2018, an expert on textiles and clothing from ITC, Kidest Teklu, visited Kyrgyzstan to conduct an assessment on the need to establish a high-tech training centre for the textile and clothing industry. She visited several educational institutions including Kyrgyz State University of Construction, Transport and Architecture (KSUCTA) ,  Kyrgyz-Rissian Slavonic University (KRSU),  vocational lyceum No. 18. She reviewed the possibilities that educational institutions have for creating and managing training centres, including the availability of premises, qualified teaching staff, and any experience working with international organizations

The results from the assessment highlighted the need for a training centre and that the Kyrgyz State Technical University would be an ideal for the transfer of knowledge and skills for the textile and clothing industry. As a result, ITC supported  KSTU in the creation of the high-tech training centre.
